Hybrid App Launcher
It would be nice to include on prem app launcher data in Office 365 and Office 365 app launcher data in on prem. That way we can share the navigation experience in a hybrid scenario.
Thanks for your feedback! We’re happy to report that your suggestion is now part of SharePoint Server 2016. Please see below link for more information about SP2016 RC app launcher:

Also , the SharePoint 2016 app-launcher design should always(or at least be an option) be on par with O365 and On-premise.
The look of the SP 2016 on-premise app-launcher is like 2 versions behind now even with the latest update (October 2016 as of now).
Exchange 2016 got an visual update in one of the later updates ( even thou it's not the latest look/design as O365 just updated), but SharePoint has the oldest one.
If your going on hybrid path I think it's crucial that the navigation should stay the same regardless if you are in O365 or on-premise SharePoint.
Not only for avoiding confusion for the user, but for the UX as a whole.
Also O365 admins should be able to publish App/links do to the default view of the app-launcher, not only as an option for the user to add them "thru all apps".
