We’ve rolled out Audience targeting in navigation to 100% WW at this time, you can read more about how to configure that here: https://support.microsoft.com/en-us/office/target-navigation-news-and-files-to-specific-audiences-33d84cb6-14ed-4e53-a426-74c38ea32293

Ability to hide the Hub Site navigation
Add the ability to hide the hub site navigation via some setting or powershell.
The hub site navigation is a list of static links with no security trimming and no way to target an audience. With the introduction of SharePoint SPFx extensions we have the ability to create a header on top of the page. The most common usecase in this scenario is to create a customized menu. We don’t intend to support hiding hub navigation per site, however there are a few key solutions you can use (now and soon):

We’re working on delivering global navigation, you can read more about it in this blog post: https://techcommunity.microsoft.com/t5/microsoft-sharepoint-blog/innovations-for-workplace-communications-and-employee-engagement/ba-p/1696149

Hub site names must be unique
Enforce unique names for Hubs. Under Hub Site Settings, site admins can rename the Hubs and use an existing name. This is problematic. Other sites that want to associate themselves with the Hub won't know which Hub to pick if they see more than one on the dropdown. It also presents other issues on reporting, etc.
