Don't show Modern List/Library WebPart when user has no permissions
When you place one of the modern List / Library Preview WebParts on a page showing a list/library where the viewing user doesn't have access to it shows the webpart with the "This folder is empty" view. It also has a link "See all" that leads the user to an Access Denied page. This is not user friendly.
Don't show the webpart if the user doesn't have access to the list or make this an option.

This would be very helpful.
Also the ability to use audiences in the Quick Links, Hero and Button Web parts would be stellar.

Still an issue, if there's no list items, it says "Add new items here" which is not what the user should do. Web part needs to hide if there are no items.

I agree - don't show this webpart when empty. And if the webpart IS shown, the message needs to be corrected.
My recent experience is that when a user has permission to a limited number of of folders in a library and those folders are empty and the user is viewing the library directly (not via webpart), the user sees "THIS LIBRARY IS EMPTY." Not a great user experience, but it is true.
However, when viewing the same library via a Document Library web part, the user sees a message that says "DRAG FILES HERE." It seems like it should also have the "This library is empty" message. Especially because this user has no Edit capability and cannot drag files there...ever.
Please provide the option to remove the SEE ALL link.
