Modern SitePage un-anchor the heading in desktop mode
A user should be able to scroll down seamlessly leaving the chrome bar, any application customizers on top and headings (title and logo) off the screen when in desktop mode. The corporate world would benefit from adding a setting to disable that anchored area since most of the employees are still using 15 inch laptops where the experience is awful if one application customizer is installed on the page. Fixed header kills the User Experience with the amount of screen real estate it uses.
@MS - If you absolutely need to fix position some part of the Header maybe just do the Suite Bar, let everything else scroll

Yes, the letter box view is a horrible experience
