Add any new SPO site to the top of the 'Suggested sites' section on the site owner/admin's Spo homepage once it has been created.
when a new site is created, the site owner and admin must be able to access it easily, so add it automatically to their SPO homepage under 'Suggested sites', and have it bubble to the top of the list.
