Improve the Templates feature to allow templates to be created regardless of whether Community Sites or Server Publishing has been enabled.

The bug described here https://support.microsoft.com/en-us/help/2492356/save-site-as-template-option-isn-t-available-in-sharepoint-online-in-o is entirely unacceptable. Site templates is a required feature in order to be able to use SharePoint effectively, and completely neutering this feature by turning on another feature is absurd. Fix this.
