It should also follow the hard line breaks which the Description box shows, but the web part does not follow suit.

Instead of limiting the number of characters to fit what's currently showing, I would prefer that it keep the higher limit and fill whatever white space is available based on responsive design (between current content and the Learn More link) and then whatever it can't display, show when you hover over it with the mouse. There's currently a ton of white space available after whatever content does show up.

Design over content? Beats me why you can enter 500 chars and just get a fraction of those presented to your readers/visitors.
As a rather easy to implement suggestion: make the full text visible, have a mouseover popup show the full text? -

We are having the same issue - we need all 500 characters to show but only see 279 on our site. Please fix this. There's no way to see the characters that are not displayed.

In addition to my previous comment, I checked if there was a percentage display limit - No - of the 4 layers in 2 different web parts, this varied from 73% up to 97%
I then noticed that all the limited layers had the text on the left, so I moved one layer up one level and it corrected BOTH of the layers that had been trimmed (73% and 79%). This, however, didn't entirely work for the other web part in that it corrected one (97%) but not the other (93%). -

I have seen this too - it doesn't seem to have any reason or set display limit. In my case it is showing 237 out of 254 characters (well below the 500 limit). In the same web part, it is only displaying 227 out of 233 characters, so why is it showing 237 characters in one layer but limiting another to 227 characters.
Others have reported it showing over 300 characters and Anonymous only sees 80 or so. -

I think it is a flaw in hero webpart, it fails the purpose of having 500 characters when it can show only 3 lines of text(80 characters or so).
