Alerts have not been sent to users properly

■Description(内容):
コミュニケーション サイト (モダン UI サイト) のページライブラリにて、通知の対象を ”新しいアイテムの追加” にして通知を設定した場合に、新規でページを作成しても通知が届かない状態となっている。
通知の対象を "新しいアイテムの追加" で設定した通知が届くように機能の変更をお願いいたします。
※ また、通知の対象を "すべての変更" にした場合は通知が正常に届くことを確認しております。

We realized that when creating an alert to get notified when new items are added in a communication site (the Modern UI site), the alert is not sent to users.
This unexpected behavior should be corrected.
(Note: If we set up alerts for all changes the alert will be sent to users properly)
