Allow editing of minor versions when they are only visible to editors
Currently, it seems that when a document library is set up so only editors can see draft (minor) versions, they open read-only in Word, for example, even if being opened by an editor and have to be saved as a new document. If minor versions are visible to everyone with read access, the issue doesn't occur. Surely, if someone has write access to a document version, they should be able to edit it? I am sure this was the case in the very distant past. To emphasise - when you let anyone see minor versions, the issue does not occur - people with write permission can edit them.
