Allow copying column descriptions in enhanced rich text column

■Description(内容):
カスタムリストの新しいアイテムの作成画面 (従来のインターフェース) で、複数行テキストで拡張リッチテキストを指定した場合、列の説明文がコピーできない動作となります (説明文をマウスでドラッグするとカーソルがテキスト ボックスに遷移する動作となります)。
他の列であればコピーができますので、リッチテキストの列でも、説明文をコピーできるように動作変更を希望します

In Custom list’s item creation screen (in Classic interface), please make it possible to copy the column description when we specify “enhanced rich text” at Multiline text column. It is possible to copy the column description when specifying other type of columns. However, in enhanced rich text column, the cursor will be navigated to text box when we try to drag the descriptions with mouse.
