Fixing the Expand Content Feature in a Document Library
This feature was working well until a service incident shown that the collapse function from the expand content feature is not working. Thus, not able to return to regular view.
Though the service incident is now lifted, we are left on resulting to refresh the page which makes the Expand Content button "one-way".

I managed to escape the Expand Content view-- The bar briefly appears after refreshing on my page and if you're very quick you can click the toggle during that brief appearance.

The key is to move your mouse slowly, I wait until a pop-up notification appeared (Didn´t catch up what it said but I guess it is a hint text about that button), and then click on.
The button to expand/collapse content is actually there but very often almost invisible.
For example when using a hub site navigation bar, this bar is displayed on top of the toolbar (yes the whole toolbar should be there. This is the real issue that should be solved.
As for returning to the expanded view:
Underneath the menu there should be a horizontal line. on the far right hand side, this line is slightly thicker. That is your button.

We're getting alot of support requests from users not being able to get out of expand view. The little grey box is almost invisible

The only workarounds have been to, in Chrome, clear the browser's cache (last hour seems to do it) or refresh the page and try to click the little gray box where the "restore content" button would be, before the menu is drawn over top of it. It's tricky but holding down CTRL when refreshing helps due to the page loading a little slower without using the browser's cache.
I have also a customer complaining about this!
Please fix this asap as it is impacting lots of the users.
