Control template creation in an environment where custom scripts are enabled

■Description(内容):
モダン UI ではカスタムスクリプトを有効にするとテンプレートが作成できるようになるが、権限を持つものがテンプレートを不必要に多数作成してしまう懸念がある。カスタム スクリプトは有効にしたいが、テンプレートを作成できないようにしたい場合のため、テンプレート作成が制御できる機能の拡充を希望します。​

In the modern UI, enabling custom scripts make it possible to create templates. But there is a concern that privileged users may create lots of unnecessary templates. There are cases where we want to enable custom scripts, but don't want templates to be created. So, please add a function to control template creation.
