End-User friendly tool for Workflow
If SharePoint 2016 includes improvements to workflow, since SPD 2013 is not going to be improved, can I request a new end-user friendly tool so that workflows can be created as easily as they could in SharePoint 2013 with SPD2013. The tool should be free and not a add-in to Visual Studio.

I realistically don't see Microsoft doing this. They seem intent on driving more companies to adopt PowerApps and Flow where they charge for its use. However, if they want to drive companies to paying for Flow and PowerApps, they need to make both of the development tools for these much easier to use as you stated in your suggestion.

There is a free tool called "Harepoint Workflow Designer". It works for both OnPremise and OnLine versions. Might help you until MS includes it's own.

Our organisation has disabled Flow as a matter of policy so that is not a solution for us - this is a real gap in the basic functionality

I kind of wonder why Microsoft hasn't bought Nintex, and then create a basic free version alongside the paid one. That tool is a fantastic workflow tool, web based, and very easy to use and understand.
