Add CSOM support for connected WebParts
At the moment it does not seem possible to create WebPart connections via the Client Side Object Model.

Thanks for your feedback! Although we appreciate your time and effort to give us this feedback, it’s not something we’re planning to do right now. We are targeting our API efforts on the Graph API side and due to internal prioritize are not planning to allocate resources to new CSOM capabilities.
We are looking into making this capability potentially to happen in upcoming modern pages API through Microsoft Graph, but are not planning to provide CSOM API for it.

This is an absolute necessity for keeping as close to OOTB as possible for many users. This would help facilitate a migration of components from a test site to a production site.

While traditional "connected" web parts appear to be on their way out, there are still some scenarios where setting up web part connections is very valid for creating a solution in SharePoint (not beside SharePoint ala the App/Add-In model approach).
I suggest you create the ability to connect web parts via the remote provisioning approach (CSOM) so that we can continue to build automated/scripted deployments of solutions, without having to manually wire up web parts.
