Support READ_COMMITTED_SNAPSHOT
i want to support READCOMMITTEDSNAPSHOT. When READCOMMITTEDSNAPSHOT is supported, we can upload large file without wait table locks.

Have it Written with asp.net 5
a. It would be very cool that during the installation, it will go get what is still missing as a NuGet package instead of giving a nasty error.
b. Self-updateable if we so wish.
c. Smaller footprint will make somewhat quicker maybe.1 vote -
