Allow Tenant admins to determine default for external sharing on site collections
Microsoft is changing the default for site collections created via group creation or using the Create Site feature to be to allow external sharing. This will allow every site not provisioned by IT to share it's content with external people. I think it would be better to let the tenant admin set the default for sites created without IT provisioning so that companies have the option to default to allow external sharing and IT provision sites that are limited, or default to no external sharing and have IT provision sites that enable it.
One of our clients creates a team site for each new project they take on, with the idea of sharing that site with select external members.
Currently Team site creation does NOT take the "default" external sharing settings, so each site spun up has to be set with the more permissive policy.
In my company, external sharing must be tightly controlled.
I would love to enable user site/group creation, but since I have no way to set a default sharing level, we cannot.
Allowing admins to set the default sharing level for all sites seems like an easy fix.

Currently, User self-created team site is not able public anonymous link. It is needed Admin's operation for enabling anonymous link.
I hope user self-created team sites managed to team owner.

MS needs to provide option for tenant admin to select a default option.
