You cannot create alerts for lists for which users can only read their own items.
This error appears even for the colleagues who is the owner of the survey.
Would be good if the owners can subscribe to alerts irrespective of this privacy settings who can see the responses,
"Owners" should have read access to all list items and be able to subscribe to alerts. This does not seem to be possible when Read access is set to:
"Read items that were created by the user".

We decided to tighten security on a number of lists, assuming that Site Collection admins / owners alerts would not be affected, but ALL ALERTS WERE DELETED, regular users plus users with permission to override list behaviors. Please modify this functionality so that users with 'override' permission on lists (owners, site admins) can receive alerts.
Yep agreed. If the owners could subscribe this would be very useful. We think we have an issue where people are changing it and it would be nice to see if it has been edited

I want to be able to alert myself anytime an item gets added, even if my users can only see their own posts
