Cannot enable Site Collection Audit logging

When we create a new site collection, once the site is provisioned and configured for our users, we need to go into Site Settings> Site Collection Administration> Site Collection audit settings so that we can enable audit logging for this site collection. The ability to audit activity on all site collections is a security requirement by the business. Because of this business need, we are not able to release sites to users for use until the audit logging is enabled.

Right now, when we attempt to enable auditing for the site collection from the AuditSettings.aspx page we are getting an error page stating:
"Sorry, something went wrong
Reports cannot be stored at ''. Reports can only be stored in a document library in the current site. "

We can work around this by running a powershell script to activate a feature on the site collection at this time, however it seems like the GUI interface for enabling auditing is not working for each new site that we create. We have noticed this behavior recently in the past four weeks.

The work around while it does resolve the issue for a single site collection, it does not work for multiple sites so if we have to create more than one site collection for use, we have to do this manual process for each site collection.

This seems like a bug as the GUI process to enable audit logging was not a problem for sites created more than two months ago.
