A common Recyling bin view across all site users' with "Deleted By" field for Site Owner will have great benefit.
This will be a view of deleted items across all site users' with "Deleted By" field and location of the document for Site Owner/SharePoint Administrator, so they can easily locate any deleted document to restore or question user for auditing purpose.
