add -DefaultLinkToExistingAccess $true as either set-spotenant and/or to the UI
There is currently no option in the UI and no option to settenant for -DefaultLinkToExistingAccess rule. This changes the default sharing mode for all sites in a tenant. Currently only 3 of the options can be modified in the UI.
