Show Toolbar regardless of Style
The Toolbar should be shown by default for all lists and libraries, regardless of the style chosen (boxed, newsletter, shaded, preview, etc.).
The 'missing' toolbar or only having the toolbar display on the "default" view is a huge pain, given the default view isn't the most user-friendly option (speaking on this topic - would be nice to give the styles a revamp as well).

+1 for this. The shaded view actually shows so much nicer in 2016, unfortunately at the cost of the toolbar. Microsoft should update this.

I agree with this suggestion. We recently migrated from SharePoint 2010 to SharePoint 2016 on-premise. Our user base, preferred the "Shaded" list style. It would be nice if the toolbar was present for all list styles. It would provide consistent navigation for the user interface.
