Currently using most recent version of Chrome and fully updated SharePoint 2013 Server on-premise, Excel documents download rather than open when you click the link in the Name column. As a work around you can use the ellipses menu EDIT option. It is difficult to guide thousands of users to do this though. Please make this work the same as if you are using IE.

I am familiar with the NPAPI issues and the August 2016 CU. This issue is happening in fully updated environment.
