As of March 2019 this feature is available to all users of the list/library webparts on modern publishing pages, and to 50% of First Release users in the full page lists/library app. We are continuing to roll this out to all users, but it’s part of a collection of other features, and we have paused rollout a few times to address requests and changes in those other features.
Note this feature is available only in SharePoint Online

We are working on a solution to save a modern page as a page template. This list of available templates will be shown to users when they click New > Page or New > News. It will include some out of the box templates from Microsoft and any templates saved to the site.
This does not affect the Site header, navigation, search box, command bar, or other site elements.Gary commented
I truly like where modern sites are going but we need more flexibility in removing white space / page layout, list view web part configuration, navigation control, search functionality...you know, like what we have with previous SP versions. Consultants are asking for this. Customers are asking for this. MS - Please help those that are helping you.

Thanks for your feedback! Just a note to let you know that we’re building your suggestion now. We plan to increase availability to this feature throughout 2019.
Corporate lifecycle is a real and constant pressure in business, often resulting in a need to rename the Office 365 Tenant. To that end we are working on the solution to change the SharePoint domain URL (contoso.sharepoint.com renamed to fabrikam.sharepoint.com). This capability will also then enable the renaming of an individual site collection (contoso.sharepoint.com/sites/abc to contoso.sharepoint.com/sites/xyz).
While we don’t have an estimated delivery date to share at this time, we’ll update your suggestion with details as they become available.

Thanks for your feedback! Your idea sounds interesting, but we need more information. We’re thinking about extending search on sites and are interested in learning what functionality you’re missing.

This is not a nice to have but rather a need to have if this web part is meant to be used.
We are hard at work on this capability now. We’ll release it early next year.
