Yes! Even further, Have a governance Quick Start site! Build a SharePoint site template that houses the more basic governance content in turn-key fashion: maybe a wiki library, where the wiki pages correspond to the different governance areas. and have a friendly home page that has the table of content. That way the organizations can just spin up the governance site from Microsoft template, and fill in the wiki pages with their configuration or policy content, maybe in a "fill-in-the-blanks" way.
