    You can use "Quick Edit" or "Bulk Edit" in "modern libraries" - select multiple files and choose Document Information Panel.
    Or you can use a third party tool like DMS-Shuttle. It can bulk edit metadata on documents after the upload. But it can set metadata during the upload as well. It works also for very large lists (with more than 5000 items). For more details: https://dms-shuttle.com/documentation/bulk-edit-metadata-in-office-365/

    You can limit the number of last versions stored in SharePoint. Alternatively you can use a third party tool, which can do this task. Take a look on DMS-Shuttle.
