We are working on a solution to save a modern page as a page template. This list of available templates will be shown to users when they click New > Page or New > News. It will include some out of the box templates from Microsoft and any templates saved to the site.
This does not affect the Site header, navigation, search box, command bar, or other site elements.Ryan Healy commented
If we could have some configurable elements, like hide/show, then just using the ability to create copies would suffice, templates wouldn't be necessary.
Having said that being able to provision pages through code would be helpful so templates would be welcome

We’ve recently released new Title area layout options for modern pages which will allow you to make the title area both much smaller, or showing a larger image. This does not impact the Site header above the pages. However we are also working on other options for different Site header sizes also.

Not being able to update/create modern pages, aka create news from safari is a big,big issue here.
Has this been progressed or is it unlikely to happen?

We are looking into closely on the input from the community around this and more specifically around the needed scenarios for the placeholders so that we could also potentially provide also specific customizers based on your requests – rather than just having an empty placeholder.
