I agree there should be a way to configure this as part of the site settings.

As a workaround I've found a sample SPFx Extension that changes the favicon. Here's their code https://github.com/joaoferreira/SPFx-favicon, and here's the code author's blog post detailing the SPFx Extension they created: https://sharepoint.handsontek.net/2018/08/24/change-favicon-on-modern-sharepoint-sites/

It's not perfect, there is a bit of a delay for the icon to change while the page code loads, but will be adequate until there is a built-in way to change this.

Would be even better if the in-page links can be added right through the text editor instead of having to add hidden Script Editors just to put a 'id="anchorname"' tag on an in-page element needing to be linked to.

Update: Looks #anchors are automatically added for text formatted as Heading 1, 2, and 3 now: https://sharepoint.uservoice.com/forums/329214-sites-and-collaboration/suggestions/33253909-anchor-links-or-collapsing-sections

Still would be nice if the text editor linking function would offer Heading elements as potential link points.
