OCR can be supported via content enrichment. The pre-built CEWS Pipeline Toolkit already includes integrations with OCR vendors.

Agreed. This is also adressed in this suggestion (which is declined):

    https://sharepoint.uservoice.com/forums/330321-sharepoint-search/suggestions/18781468-please-enable-the-ability-to-search-queries-contai

I suspect this to be because of the same bug in the Tokenizer as I mentioned in the declined suggestion.

This is typically solved via the Content Enrichment Web Service. It is pretty trivial to implement functionality that recognizes PII and then tags the document.

There are similar developer tools in circulation (rank log analyzer?).

It's possible to implement this functionality via query rules. Create a query rule that rewrites all queries to

    {searchTerms} OR {searchTerms}*

I would not suggest implementing this, however. Adding a synonym is a much better option to fix your anecdotal example.

Previous versions of Outlook did in fact translate all queries into wildcard queries exactly like you suggest. It was absolutely impossible to find anything. Completely useless. Search is about balancing precision vs. recall. Converting all queries wildcard queries maximizes recall, but it destroys the precision.

The ask here is really about supporting push instead of pull.
